Maybe had panties at one time? Fabric is a sturdy, soft cotton. Almost a brushed feel. Color is a dark cornflower blue, with abstract royal blue, teal and white flowers. Fitted bodice with sweetheart neckline. There are buttons on the inside that indicate there might have been a drape at one
